Reading the Quran, studying, analyzing, understanding, and applying its teachings is an obligation for every Muslim without exception! Reading the Quran also has specific rules regarding the pronunciation of each letter. Applying the rules of Tajweed in the Quran is also an obligation for every Muslim because the Prophet Muhammad (peace be upon him) advised Muslims to read with tartil.
